Healer's Covenant does not effect the healing output of any enchantment. Breeze, Healing Seed, Vigorous Spirit et al. It will still reduce the energy requirement for these skills, so a heavy enchant healing build can actually use them to solid effect. Combined with Dwayna's Kiss, the added enchantments can negate HCs reduced healing output and a little more, making for a very strong heal to other players.

Unfortunately, the output of Healing Prayers enchantments is such that most of them are not worth putting on a monk's bar, even with the cheap cost to return that HC gives you. Further, the recycle and cast times of HP enchants are simply too high to begin with for the areas you will face after you cap the skill in PvE and far too slow for a support character to use in the interrupt-fest of PvP.

HC is like every other energy manager in the game atm. Great potential in theory, but gimped. I've used it with an HC Smite a few times in RA when I wanted to have some fun, and the support output to damage done is fair. beyond that...Healing Prayers is already weak enough without taking another 25% and an energy pip away for it.

HC is only good when you want to run "fun" builds with stuff like enchantments (heal breeze, seed) or a lot of cheap heals (orison, dwaynas, words). But the fact this build would revolve around being able to cast heal breeze more easily makes it gimped...
