Are leechers ever dealt with?

There's nothing in the EULA against leeching, so there's nothing action that can be taken against leechers.
A leecher could just claim he stepped away from his keyboard because he heard his son choking violently. There's no legal difference between that and being AFK.

AFK for one match, understood, but someone joining a match multiple times to interupt fair gameplay needs to be dealt with. I think a 2 week ban would help deter people from leeching (more like Griefing).
I wish Anet would stop making the game easier, and concentrate more on how to make the game better.
Totally agree, something needs to be done with Alliance Battles and these so called Leechers, should fall under Interupting Gameplay.
