i beleive that it is no longer 25% but 20% correct? and could i get a PC please

I assumed ANet was going to bump the +25%'s down to 20%'s so I grabbed alot of them before HM was released and they did in fact lower them to 20%. However the ones I did have (that were not put onto an item) stayed 25% and stayed once I put them onto an item...

However, I have never once had a buyer for them, and I have tried. Its only 5% and its a very specific upgrade, nobody seems to want them. I would suggest waiting for GWEN, they may be more useful for fighting Charr north of the wall and they may have some demand.
