I made a new one, and today got it to level 19 from capping simple southern shiverpeak skills. It was created in prophecies and is neither ascended, nor does it have 200 attribute points. This was a video I shot at level 19 using a build I sort of "tagged" together as I went along.
There are many ele builds out there for this; just sharing my own as it uses all simple skills to get (I had 0 skill points spare
) and can be done by almost anyone. And just a side-note...there is probably faster ways of doing this sort of thing in Hard Mode, but I'm limited to having Droks, Ascalon City, Lions Arch, the Desert, Sanctum Cay, Kamadan and Kaineng City. I have HM, but no skill points for earth skills for charr-farming etc. This is simply an alternative for quick skill points (as the profit is pretty poor).

Water Magic: 10 + 1
Energy Storage: Rest (+1)
Glyph of Elemental Power, Mist Form, Meteor Shower, Mark of Rodgort, Firestorm, Flame Djinn's Haste, Frozen Burst, Fire Attunement.
+15energy, +20% ench length staff helps, but if you can sneak a GoEP in before casting Mist Form (as I manage when killing the trolls in the video) it isn't really needed.
