I haven't played my 20 r/ne in 2 years, and am not privy to alot of recent information. I doubt its possible, but I need to be sure.

It costs alot...you have to buy another set of armor and spend alot of time doing quests again, but if you really want to, you can. Best advice, make another one the same way with the name you want before you get rid of this one. If you decide it's worth doing everything over again, then delete the other one. This has some benefits. You can start over buying skills (the other will still be unlocked, so you can save some money ONLY buying the skills you really want (and they'll be available to you from the start as soon as you have the skill points to buy them). You will also have a much better understanding of the quests and missions and it should take you less time to catch back up.

The down side is you lose the character-based titles, you have to go get any elite skills you had before (through capping or a tome), and if you had any expensive armor or other items you can't transfer in your storage box, you will have to buy new ones.

So it really depends how much you like that character and hate the name.

PS: as Age stated, save everything...runes off your armor, and any materials you can salvage from them should you decide to go through with it. It can save you a little bit on crafting new armor. And belt pouches and bags often get forgotten, but it's nice to have those.
