That's a pretty standard looking starter build. But why are you maxing out Shadow Arts? I use to use a pretty similar build (until I was shown how to play properly and discovered the way of Deadly Arts ) but have about 7 or 8 points in Shadow Arts and much much more in Critical Strikes. Critical Strikes is your energy management.
Btw, it's often hard enough for most assassins to stay alive with 70 armor, an Ele would die even faster with 60!

Why max Shadow Arts when you can max the energy management + extra damage + enchantment reapply (Critical Defenses + Critical Agility, although I don't see those either in your build) attribute: Critical Strikes?
There are way better builds that use Moebius Strike as their Elite. The build will work, íf it is a PvE build. Because in PvE you can just hit a foe to recharge energy (one hit of Zealous Daggers won't make up for the energy cost of your attack skills). You will run out of energy fast if you don't have any better energy management, and taking the Elementalist as a first class isn't really an option.
If it is a PvP build, it is worthless.
Take 13 Critical Strikes, 6 Shadow Arts, 12 Dagger Mastery as AP's.

If you need to take a different primary class YOU'RE NOT DOING IT RIGHT. Critical Strikes at respectable levels gives you more than enough energy. It's nice to have Shadow Refuge to relieve some of the monks pressure or to help deal with crappy monks but it's your ONLY shadow arts skill. (Death's charge is typically used at full health so it doesn't count :-)) And because you don't exactly need to use your lead attack more than once per enemy maybe you could use something with a little more use like Leaping Mantis Strike.

I charge at enemies w/o the ShadowStep... I save the Shadow Arts skills for when I'm below 50%....

Critical Strikes >>>>> Shadow Arts when using daggers. Shadow Arts is just an extra to keep you alive longer, which you also have monks or ritualists for. Rely on them to stay alive and only concentrade on the killing of thing, not staying alive with crappy Shadow Arts skills.

why soo much negativity? ^^ its a decent build most people use it when they first start a sin but yeah critical strike is more important than shadow arts

What people seem to have missed (Or just been a little vague about) is that as an elementalist, you can't put any points into Critical Strikes anyway.
