Elite Hex Spell. For 3...15 seconds, target hexed foe's skills are randomly and individually disabled for 3 seconds every 3 seconds. (Domination Magic).

If the wording is confusing which i don't doubt is... here's how it works.
You hex the dude...
After three seconds, one if his skills is disabled for 3 seconds.
After another three seconds, another one will be disabled.
So for 15 seconds, that foe will only have 7 skills, but since it's every three seconds, if the person is casting something, this'll become a nuisance.

Interesting skill, though I dont know how much use it would get, seems a little random to me. O.o
