Anet's reporting that possible progress has been made to deal with the European lag issues. Here's the report from the GW website:

Latency Issue Update – 13 July

Early this morning, maintenance was conducted in Frankfurt, Germany in the continuing effort to resolve latency issues experienced by those playing on or through the European servers. While the problem is not internal to Guild Wars, we are working with our external partners to resolve the matter. It is still too early to tell if today's maintenance completely solved the issue, but the network teams of ArenaNet and NCsoft will continue to monitor and work with the relevant partners if further measures are needed to resolve the matter.
People experiencing lag issues should continue to send their -diag reports to Anet to help them verify if the lag has been fixed.

it's not just the european servers that are affected by this.

Most definitely, almost everyone in my alliance (with varying locations and connection speeds, across both America and Europe) is experiencing atleast some level of persistent lag that was previously non-existent.

This was triggered for CERTAIN at this years Canthan holiday event. As soon as it went live, my connection was the worse it has ever been in 2 years.

Yes, i have had the worse lag i have ever had in over 2 years of gaming in GW. The highest i ever hit was 200ms ping. Now i hit 20k++ ping spikes every minute or so... which end up freezing my gameplay for 5 sometimes 10 seconds!!!!! American servers, cable connection, client side checked for latency/problems, none found, still a massive Anet issue they need to fix asap. This has been affecting most all my GW friends, and could possibly be the most wide-spread lag issues that GW has ever experienced, despite Anet refusing to claim responsibility or blame...

Lol, kinda like how their "support" faqs and questions NEVER EVER attribute a problem to server side (Anet side) issues. The help sections ALWAYS refer a person to either their ISP, local network issues, or the clients PC itself. I find that hilarious... lolzzzz

Totally unplayable and totally not enjoyable.
cheers.

The lag is STILL THERE.

Germany. Getting the ping spikes everyone else is complaining about. Int districts are fine as long as you stay there. Go Int RA/HA and as soon as you enter the match you lag. All I could do yesterday was PvE from an Int district. GREAT!

It's been going on for WEEKS now and if I may venture a guess: This is a budget issue. The lag seems to hit when many players log on; i.e. during the weekends, at evening peak hours. In the morning, everything is peachy.
Bandwidth is being exceeded somewhere and connections are just ungracefully dropped. Has Anet downgraded their bandwidth providers' contracts? Waiting for more people to leave so those that sit through this enduring annoyance can resume normal play until the next budgetary downgrade?
