PC on Perfect Max Zodiac Shield req10 str.

Hey all,
I just found this shield today:

Zodiac Shield of Fortitude
armor +16 req.10 strength
Inscription: "Luck of the Draw" -5/20%
HP +30

I'm not sure how much that would be exactly worth and nothing on it in the rare skin section... Help please?
