PC on quite a few golds

Hey there all. I recently came off of a two month hiatus from playing Guild Wars. And, I found all these gold items sitting in one of my inventories. Could you just pc them all for me, please? And perhaps even guide me as to how to improve them, instead of just saying to sell them at the merchant? Thanks!

Note: These are all perfect dmg and gold.

1) Dead Scepter of Memory - req 10 Soul Reaping, 20% to 1/2 skill recharge of XXX (in this case Soul Reaping) skills, Inscription: Seize the Day +14e/-1e regen
