Making it so he can replay any cinematic from that mission after it's been reached once would solve this problem easily...

Yeah i think this is a great idea and i totally agree with whats been said. Many times i have been in a party and you dont wanna hold them up by being the last one not to skip. I like a lot of the ideas on implementing this too. Hers one of my own....
PLOT SPOILERS
just a warning :P
The bit just before you fight abbadon thers a cutscene you can watch from the guy who enters you into mission. you click it as an option and you see the cutscene of getting ya heroes together.
could implement it like that where you select to view scene from the mission guy in an area.
Or
Could select it from the map when you click an area you get the window so you can select district etc could put it on there.
well theres my two cents on the idea anyhow lol

The cinematics in Guild Wars aren't a strong point in the game, in my opinion. Especially seeing your sword and shield disappear as you ponder what Master Togo says...
And if you really want to see a cinematic but you're the only one who hasn't skipped, don't feel bad. No one will ever know it was you that delayed the next area.
It would be neat to have some kind of cinematic folder or special NPC that perhaps unlocks it for you if you meet a certain condition, but this suggestion can wait until the game is properly balanced and polished.
