Yep.. upgradable to a point. The sword you can add a grip to but you don't seem to get a handle you can use for it. I'm guessing the Glacial part is actually an inherit " Icy " mod to begin with.
The bow already has a built in Sundering mod and you can add a grip to that one as well. So I'm guessing the string is also an inherit part of that bow as well.
Both also have some mods which if they were inscriptions would be pretty cool as well.

While I'm thankful they finally put some of the usefulness back into the prerelease and goty items (after a mere 9 months of complaints from users), I would prefer they allow us to change the original mods too. Even if we can never salvage the mods we put on them it would still be nice if they were returned to their original functionality.
