"There is nothing to fear!" is a great skill and enabled me to do something with my Paragon which I wanted to do for ages: bond. It didn't took me long to solve the build, neither to test it: it worked the first time and it worked smoothly, I'll tell you that.
Now, with no more talking, the build:

The build pretty much says enough on itself, you give the tank an Angelic Bond while you have balthazar's spirit on you, this gives you enough energy to spam There is nothing to fear! and all the other shouts. There is nothing to fear! is an essential skill, so keep it up at all times! The other shouts should be used to own insight.

I would probably add in shielding hands/shield of absorbtion so you take no damage at all. you could lower your spear mastery for it, as you dont use any attackskills from it anyway.

never surrender and never give up i would take out.

I found those two skills come in handy in battle, actually. Offcourse, you can take one of those skills to reduce dmg, but it makes a great attack on your energy pool which could be quite annoying.

On that spearmastery thing, sure you can lower it, but I tend to give some helping hand in battle

1) if you are finding that never surrender, etc. are being useful in battle, you're not centering aggro on the tank, in which case there is no point in bringing a tank in the first place.
2) same logic applies to the party wide damage redux from "there's nothing to fear!" instead of relying on a tank, try combining your paragon pve-only shout with the kurz/lux warrior shout "save yourselves!" With this combo, your party pretty much takes no pressure and your 'tank' character can actually focus on killing stuff instead of being useless.

At point one: 5man parties, the parties that need a bonder the most, mostly have a AoE damager, which makes mobs scatter and eventually let a few attack other party-members. At this point these skills come in handy.
At point two: sure, it is a great skill if you can get it usefull enough, I mean: 3 seconds versus 8 adrenaline is a no-go. Sunspear-rank, on the other hand, should be high enough for a paragon and aren't even necessairy. If you have a higher rank in alligeance, it is a clear choice to take it, I would say swap it for Never Surrender!
