I currently have no toggle for Caps Lock, and I never use tis, since I never write in caps... so I could link this to Caps Lock.

The only problem would be faking you are slowed down in PvP, but this would be deactivated there...
...or left so people could actually fake... giving more 'thrill' to the game... XD

well there is a button/tick-box in options to
dissable mouse walking
so....wheres the config in button in game for it?
definately want walking. not only do some chars look better walking, be it in towns or out in the field, but sometimes walking when with a slower party member is usefull....(like when they lag....or when you need to go slow, but henchies dont walk unless you do, dont they? so walking is a bonus to keep Stefan from rushing up and agroing everything hehe)

Why all this interest in such an inane and pointless exercise!?! It achieves absolutely nothing.
I can't recall a single time in any game ever when i've thought "gee, i wish my character wouldn't move so quickly". Seriously...when was the last time you actually used a walk key in anything but Counter-Strike for a stealth kill?
They've got one in most FPS, there's one in Oblivion and even WoW... slowing things down gets very old very quickly. If anything i'd rather every class had early access to a speed boost to cut down the monotony of travel.
And has already been stated...use a snare, a stance or walk on ice if you're that unhealthily obsessed with your GW toon's walk animation.

I, um, use "walk" options a lot if they're available. :-\
It's useful for RP and admiring the sedate sexy/manly stride of a walking character. No, it's not useful for combat, but there are plenty of things in game added just for fun. Your character doesn't NEED to dance. Alcohol and elf potions aren't necessary for a win. But it makes the game just a little more amusing, and that's why people do things like line up a whole lot of elves/candy corns and /dance *.

Fair enough, i do see your point. But why not petition for a /strut emote instead if it's purely for vanity? Get them to add a 'Blue Steel' expression at the end 
A walk is more likely to be abused than an emote by lamers to slow the progress of a PUG, as a leeching tool in PvP (walk around a bit instead of going AFK to emulate human behaviour), or hit by accident when attempting to kite - there's just no practical use to walking outside of a town so why make it a toggle?

Alternately, only make it usable in outposts. I'd like it to be an option everywhere, but just HAVING it, period, would be nice.

/limp would be cool to have in towns as well, now that I think of it. Get more use out of the crippled animation.

Only in outposts and towns will be enough, since there are skills that slow allies when used, if slowing down is required for video.
But people can just sit instead of running or do not move at all, so allowing it in explorables and missions won't be a worse problem. Party goes back to outpost, and he get's kicked just like other AFKers, sitters and 'I want to go by mayslef and love over-aggro' things.
