Way 1:
Go to cantha and do the 300XP quests in Wajjun Bazaar while the quest "Seek out borther Tosai is active". Best method to level up the heroes that lagged behind after the

Way 2:
Junundu wurm fighting. The heroes will be safe in the junundu, and the large number of mobs will make for exta XP.

Way 3:
Delay receiving quest rewards. Do a quest, and then reshuffle your heroes just before accepting the reward.

I generally take them (on my Proph and Factions toons) farming in Mehlandru's Hope, outside Lutgardis Conservatory. The mobs there are relatively small and easily managed, you can make the circuit and get the reapeatable quest reward, plus you have 5 lvl 20s (yourself and 4 hench) to protect them. You might even get a green or two, if you're lucky.

Iuris's 3rd suggestion is excellent for leveling those heroes you might not usually take out with you (I'm looking at you, Meloni (and Norgu)).

Another suggestion could be rerunning the Consulate docks mission. The lower level heroes should get the HP boost, making them less of a liability in the mission.

Kill the Mobs (bugs, Apes, monsters) in Yohlon Haven, rezone back to Yohlon Haven redo. You will level up your heroes in no time. Also bring scrolls to level up faster.

Wait for GW: EN.

(Presumeably all Heros in GW:EN will be level 20 at start)

if you have got that far must i say WORMS WORMS WORMS lvl them up at the same time u do lightbringer farm

Also see that as an opportunity for some LB/SS farm, win win situation imo.
