If you play PvE, it will unlock alot of the weapons, runes and skills that you can then use in PvP. You can buy PvP packages that will have all the skills already unlocked so you don't have to pay 1k balthazar faction to unlock each skill. Look on PvXwiki.com for builds.

I don't PvP but I can answer your second question.

You do not need to buy any package, you can unlock skills of your choice by using Balthazar faction points gained in PvP matches, or by using signets of capture in PvE and capture them off bosses. If you do that, it would be wise to lookup the skills you want to capture on the wiki, so you know where the bosses are that you need to kill. You can use your PvE character to fight with the skills that specific character has unlocked so far, or create a new PvP character that starts at level 20 and has access to all skills unlocked account-wide.

I can't give you any advice on a good PvP build, I tried a lot and I still get my bleep handed to me in basically every match. It's not like I'm a crap player, I finished Nightfall in 2 days after release and do almost everything with carefully tinkered heroes, even a lot of the hardmode missions. PvP is drastically different from PvE and isn't easy to get in to anymore, it seems. And guilds and teams that have the know-how won't let anyone in that doesn't already have PvP experience and the rank that comes with it. And they also require you to use teamspeak or ventrillo, something which I hate and I can't even use properly with my speech problems and recurrent ear infections. I hope you fare better in PvP then me. Perhaps you are able to find some guild that helps you get into it.
