If i buy an elite tome on my level 1 or what ever, and use it, can i unlock ANY elite skill?

You can unlock any elite that you have unlocked on your account!
(if you go to priest you can easily see what you have unlocked and not)

You can not unlock any skill with an elite or normal tome for that matter.
What you have to do is "Unlock" the elite skill you are wanting with another character. Then when your level 1 character uses the elite tome it will be in the list. If you have not unlocked it with a character before hand then it will not show up in the list.

Yes if you unlock any skill with Balth faction it is then unlocked on your account.
What you have to do is "Unlock" the elite skill you are wanting with another character. Then when your level 1 character uses the elite tome it will be in the list. If you have not unlocked it with a character before hand then it will not show up in the list.
