He is reported to have 2 elites in two threads from this forum, but I've tried 7 times in normal mode, once in hard mode to cap from him and all he ever has is Empathetic Removal. The only other place the elite is reported is below Cavalon, but Im kurzick alligned, so was hoping to find it the kurzick side.

Does anyone know if he gives the elite, or who elese might give it on the Kurzick side of Cantha Forest/Sea?

the boss is right below cavalon, there's no need to do any quests to reach further outposts, nor do you need to be allied with the luxons in any way to reach cavalon; you don't even need a single faction -- the storyline leads you there either way.
