These are the specs for a laptop I'm planning on buying; I was wondering if it would support GW.
I'm used to running GW at like FPS ~15 so that's not really an issue . . .
I'm not great with computers so any help would be appreciated.

I have no experience with Intel's integrated graphics, but I'm guessing that you could easily reach fps in the low 20's by turning some settings down.
Your gpu is also dx10 compatible

Yes you will be able to run guildwars with that setup..one of my five year old comps can run guildwars no problem..so you should be fine.

What's your processor? I'm not familiar with that integrated GPU, all integrated ones are bad, but if you're willing to go 15 FPS even on low settings, I'd imagine almost anything would do the job...

i don't have much experience with the X3000, but i've heard some compatibility issues with it while playing GW. this should be fixable by DLing the correct drivers.
as for the laptop, you should be able to top 40 fps if you keep your settings down. the X3000 should at least be better than the 950 :S
