I'm buying an expensive shield and I can't decide whether to wait for GWEN to come out and see what that has to offer or just buy it right now, I need opinions

If you like the skin of the Tormented Shield, go for it. If you just like the novelty of it and of having something that few others have, try waiting for GW:EN and get an expensive shield from there, if any, before many others do.

totally up to you. Again like Layfayette said, if you like the Skin and Mods go for it. Alot of the point of buying and selling in this game is to get the look you want for your char, Mods and such are important, but higher priced items are usually rare skins that seem to be popular.
So if you have the money and like the skin dont wait, GW:EN might not have anything you like ;-)

shields are really cheap, you could probably get perfect gold or green one that works for you for under 2k. im sure there exceptions but whats the point of buying the expensive one.

Status, looks, novelty, because one can, and other reasons. The same reason why people buy Obsidian armor.
If the stats are the same and you have money to spare, why not get a shield (or weapon, etc.) that you like the look of more rather than a skin you like less. Apart from rarer skinned items/armor, there's not a great deal to spend money on in GW apart from titles.

Imo the tormented shield is simply the best looking item in game. And because the domain of anguish gemstones have dropped a lot in price, now is a good time to get one. It's still expensive tho.
I cannot recommend buying a GW:EN shield when the game is new. History prove that new weapons are very expensive because many players want it. If you wait for a few months, the GW:EN items will also drop a lot in price.

The inscription system will mean mabay only one shield in gwen will set you back as much as a tormented shield (i.e the gwen eqivilant). But this could be the tormented items cheapest time as soon all the farmers will flok to Gwen and titan may (!) go up a bit.

I would counsel buying now, if you are absolutely sure you want the skin.
After GW:EN comes out, most people will move there for a while, leaving fewer farmers "here" to farm then, so I'd expect a drop in availability.
