As a Paragon, there's nothing more satisfying than an organized party. Too bad the general public is anything but organized. People are not exactly inclined to listen to any attempts to coordinate the party. In fact, some of them may mistake you for an ignorant blow-hard that's just barking orders without a clue as to what he's doing, and proceeds to do exactly the opposite of what you suggest.
Unfortunately, Paragons represent motivation and not discipline. Plus any shout of this nature would be abused to all-Hell, but that's beside the point. A man can dream, can't he?
"Listen Up!"
Elite Shout
15e, 10r
For 1..2 seconds, all of your shouts last 10..40% longer. The status icons for your shouts relocate themselves to the center of the screen and increase in size by 10%.
"Hey, Quit It!"
10e, 20r
For 15 seconds, once an individual enemy attacks you 7..3 times within 5 seconds, that enemy suffers from weakness for 5..15 seconds and this shout ends.
"Not That Way!"
5e, 7r
For 2..5 seconds, target other ally is slowed by 10% when moving in the direction he is facing when this shout is used, and moves 15% faster when moving in the opposite direction or towards the caster.
"Stop Dying, You Cowards!"
Elite Shout
10e, 20r
For 8..15 seconds, the caster gains 2 energy regeneration if there is a dead ally within earshot, and 1..3 health regeneration for each dead ally within earshot (max 8 regen). The caster's resurrection skills recharge 25..50% faster.
"Wrong!"
5e, 2r
Target other ally is knocked down. If this skill interrupts the target, they gain 100% of that skill's energy cost and that skill recharges a cumulative 2 seconds each time that skill is interrupted with "Wrong!"

When faced against a noob, wammo, 55 monk, touch ranger or a idiot, that foe falls down and is mocked by spirits for 5-10sec.

"Form Ranks!" (5e, 15 sec recharge)
All casters are moved to the side of the aggro circle OPPOSITE the red dots.
This skill will not affect players who have 55 or 105 maximum health.
(this counters the casters who run on ahead and get killed before they can do anything).
"I'm going for the title!"
(10e, 10 sec recharge)
Anyone who has reached lvl 18 without dying is moved to a random location in the map, outside the aggro circle.
"Ping your skills!" (15e, 90 sec recharge, Elite)
For 10...20 seconds, All players have useful skills for their classes and for the area in which they are found. (no more mending, wammo.)

"Teh Skill."
5e, 1 sec recharge
You can only use this skill in outposts. Kill all male and female Monk primaries for 13 seconds. If you kill 5 Monks with this skill, you gain 5 energy for each killed. After the 13 seconds of death, Monks are resurrected with empty skill bars and placed at Outpost exits as normal. This skill does not effect Monks with 3 Heros or at least 3 Henchman in their party, and does not effect Monks partied with Human players that are also within a guild. This skill can only work once on a single Monk every 10mins. If a Monk is effected by this skill, leaving the outpost in any fashion will null this skill's effects from all sources for 1 hour.
Lead the bots to death! good bye bots~~~ ANET WE HAVE THE ANSWER TO BOTS! let the players clean the mess!! muahahah seriously though, if you mess up a bot's path of code would it not be disabled for a good amount of time? Players could help

The Wrath of Anet 25e, 3sec, 1000 recharge.
This skill can only be used once per update. When you use this skill, your player instantly dies. Select a target foe. For however long it takes for Anet to make a skill balance, that other player is forced to keep that current build template. He must also never complain about it or his computer will explode in a fiery blaze.
