My idea of this build was to keep spiking in pve or maybe pvp with vamp daggers all the time

your attack skills are fine I suppose. i'd rather have Twisting Fangs for Critical Strike though.
5 could be a Conjure <Element> so you have your enchant.
6 & 7 are really bad. for survival i would take either Dash & Shadow Walk, or Feigned Neutrality and something else, such as Dash or something. for PvE you could also take Critical Defenses/Agility (latter would be perfect; so like Feigned & Agility)
Restful Breeze is an alright skill but it's really only suited for GvG Ganking.
the monk skills you listed (except of Restful) are really bad -- the only monk skills you should ever have are Rebirth (PvE) or Mending Touch (PvP/PvE), or of course Restful for ganking.

The problem with this build is that if you kill stuff too fast, you miss your moebius and have to wait 8 seconds to use the chain again.

The whole point of this build is healing while killing.
And with Shiros and Vigourous spirit I get around 15-20 hp per hit.
I think im gonna go with critical agility as for i cankeep it up.

Critical Strike has a 6 second recharge and with Critical Agility you will be landing atleast 2 sets of Moebius and Death Blossom in before you get to Critical Strike. Crit strikes: 10+3
Healing Prayers or Shadow Arts: 7
Protection Prayers: (the rest if anything is left)
Ive tried on vermin with Critical Agility and Crit Strike and it works perfectly.
I have 17 seconds of Critical Agility and evey 10 seconds i use Crit Strike just for a little energy top up. And zelous daggers can be used but not needed otherwise i dont need critical strike but i prefer to have it and vamp instead of zelous daggers. It still works fine with 3 pips and is possible at 2 pips of regen if i spam Crit Strike every 6 seconds.
Baisically im trying to create a Sin Tank that still does massive damage and takes massive damage because the armour from crit agility and all nightstalkers armour is higher than average warriors armour.
