I need some info on a Toucher.Are they strong?Are they hard to make?If anyone can give me some info on touchers i'd appreciate it.

The central idea of a toucher is to use the Ranger primary attribute Expertiese to lower the cost of all touck skills, and then use the two life stealing low recharge touch skills from the Necromancer blood magic skill set.
The advantages are:
-the ability to inflict constant damage while also constantly restoring your own health, lowering the stress on your own healers
-the ability to ignore armour and most defensive skills
-the ability to combine the skill set with ranger defensive skills that will increase your chances of survival (whirling defence, throw dirt,...)
The build's simplicity of use has made the build very popular with new PvP players, which has earned it a bad reputation as a newbie build.
I have at times resorted to using the skill set on my own ranger in PvE, mostly in cases where there was too much blocking around or where the relatively low damage of the bows skills was found lacking.
