This is very true, immediately in Factions when you reach the mainland it is max level content.
in Nightfall it is almost the same, there is a single mission at the end of the beginner island that shows you how the rest will be like (level 20 content) and Nightfall further pushes the limit of a fully competent team of lvl 20 players with the Realm of Torment.
In Prophecies (as you said you have purchased) Basically all the content up to the Crystal Desert where you ascend is like training. Once you Ascend the content afterwards will test you to fully make use of the info you took in up to that point.
As for things you can do:
1.) There is nothing stopping you from finishing the game on your max level character.
2.) Finish all quests (nearly impossible, especially if you own more than 1 campaign)
3.) Hard Mode. One of the most challenging aspects newly added to GW, allows you to fight in the low level areas with a greatly increased difficulty but with higher rewards.
4.) Titles (as said)
5.) PvP (as said....PvP and Titles can also go hand in hand and create an almost unreachable personal goal...like getting to Rank 15 in HoH)
6.) 15k Armors, perfecting your items, making your own weapons etc.
7.) Explore (even though it is linked to a title, i never thought about it as a title goal, since there are just TOO MANY wonderful places you can find when you go around the unbeaten path)
8.) A Goal that I try and get everyone who says this to do is: Max your level, explore to Grenth's Footprint and Deldrimor Warcamp, and complete all the Sorrow's Furnace quests, including Final Assault. I have done this quest 8 times and have fun every time, because it combines everything you need:
- Difficulty
- Intelligence and problem solving
- Ability to explore
- Great sights
- Good drops
- Is a completely re-completable quest
- Satisfying ending
There are plenty of other things you can set out for you to do. And although it may seem that leveling is easy and you are already level 11, you will find it takes a little longer when you reach level 14-15 and doesn't go quite as quickly as it seems.
Life in GW goes far beyond level limits.
