question about tormented wand/off hand

I use a 20/20 off hand and 20/20 wand on my elemental. Can u mod the tormented wand and off hand to these stats or are u stuck with the +30 hp?

The item description (I'm looking at the GuildWiki article on Tormented focuses) has 'of fortitude' at the end, so I'm assuming it can be replaced with whatever you want. It has an open inscription slot so you won't have any problems there.

The scepter doesn't have a 'of blah blah', but I'm assuming it's still replaceable. It also has an open inscription slot.

AFAIK all tormented weapons are fully inscribable, so if you can make that 20/20 combo on normal inscribable weapons you should be able to on the tormented ones.

You can mod them fully, no worries.

I can't find it anywhere, but I believe that either casting time or recharge time cap at a certain percent, making it useless to carry two 20/20 items (I used to do the same).

Can anyone back me up here? Guru search isn't showing it and wiki doesn't have the info.
