I and probably many of you have watched as you pressed F2 just to see your weapon change back to the F1 configuration. This puzzles me, and instead of investigating myself, I am choosing the lazy way to ask you all about it.
First If you are in the middle of the cast, how does this affect it? I'm pretty sure it switches to the one you pressed but after the cast, it switches back. If, for example, you cast an enchant, and you switched from a non-20% enchant to a 20% enchant, would the casted enchant have or lack the +20%?.
Also, what other things influence the 'switch back'?

For one thing, weapon switches only occur after your character has finished his current action with the weapon he has on him. Thus it's impossible to swap weapons during the casting of a skill which the game let's you know by swapping back to the original weapon. I don't know if that answered the question or not but hope it helps

It waits till your current attack or skill finishes to swap. If you activate another skill after attempting to switch your weapon before it actually switches, it will cancel the weapon switch and continue with the skill you activated.

I think the correct answer is mostly this: You cant do two actions at once, kinda like Windstriker mentioned obove, Also i do believe that even if you Could switch weapons in the midst of casting an enchant, then it would go this way: whatever weapon you were holding when you first started casting the spell, the mods from that weapon will be applied to the spell you were casting. so you start with a 20% enchants staff, cast fire attune and quickly switch to a non 20%, you will get the 20% since thats what the spell started off with.

If you queue spells, you can't weapon swap too.

kd = no swap as well... this not being able to switch weps thing is really frustrating to me because lag + not being able to switch til after spell or kd = my wep doesnt ever switch at the right time ever, but i understand that it makes it more realistic....

Add to it the fact that swapping weapons takes a second or two (akin to casting a spell with aftercast delay).

Best bet is to hit Esc, then F1/F2/F3/F4 to swap weapons. That way you cancel the action if you are attacking, and if it's important you cancel the spell. If not, just wait till you finish casting.
