Maybe with 33%/50% slower attack speed and a 60 second recharge. The way you have it, simply throwing up an IAS stance will give the bonuses of the prep and faster-than-normal attacking speed 100% of the time unless the prep is interrupted.

Ballista...? Hm... let's see... fastest bow speed is around 2.60 seconds...
Ballista speed is about 5..6 seconds... their damage is huge, and their precision is awful...

Hehe... easily avoidable if you just scram the target area, but fatal if you don't move, hehehe... just like ballistas...

This +Shocking bow string + Dual Shot + Savage Shot +favorable winds Lovely ( dont have an elite in there yet brutal weapon + Iron mist on a Rt/Ele

I'll just hope a boss has this skill along with dual shot, and also there is a water magic boss with deep freeze along with it. 300 damage deep freeze + 600 AoE damage dual shot = really sexy.

The arrows shouldn't move slower because you're suppose to have the power of a ballista, therefore, the arrows shouldn't be slow.
But the attack time can be slowed down yes in order to avoid increased attack speeds from exploiting this.

Maybe a real ballista has higher speed, I don't know. But the point would be to 'fake' a GW ballista, wouldn't it?

The last time I was in Thunderhead Keep, between the activation and the hit 2 seconds or so passed. ou can bring a longbow and see how arrows move much faster. So GW ballistas proyectiles are slow.

But it's true that is could be a bit too much like that... eh... let's see... fix... fix...

Hm... that should prevent double firing and Favorable winds...

One second cast prep? madness :P. I thnk bows only though, bows need all the love they can get to beat spears. Looks pretty balenced though. I guess the only way to enhance it would be conjure(and wanabee conjues) and weapon spells.

Now I think it's more like what OP wanted, but with eh... 'congruency' with the game.
