Can I make an one handed weapon with...

I have a necromancer who I wanne use for ss/sv to duo UW,

Is it possible to make a one handed weapon with the following stats,

lengthens echantments by 20%
Half skill recharge time of "illusion magic" (20% chance)
I looked on Guildwiki but couldn't find it

And if it's possible what items do I need to make it and how much do they cost?

On a martial weapon (ie. Axe, Spear, etc), you can get the 20% enchanting mod and a 10% cast inscription. So sort of close, but not exactly what you want.

the enchanting mod is also available on martial weapons. however, the 20% hrt mod is not. the closest is a martial weapon with 20% enchant and 10% HRT on all spells.

We are talking caster items here, not swords. 20% enchants is only available on staffs for caster items...

well swords can be caster weapons

hell of a lot of people running around with +5en 20% enchant swords and spears in pvp

I answered the OP's question, nothing more. I'm well aware of other possibilites, if they asked for them then I would have suggested one.

A sword with +5 energy and a 20% enchant mod couple with a 5^50 (armor) + 20% recharge offhand would work well.

Price would vary on skin.

You could get pretty decent with a sword and focii if you didn't want to attack, which as a SS/SV, you really don't want to anyway.

And for an SS/SV, wouldn't it be better for a 15/-1 offhand?

no. 15/-1s are not for PvE. especially with the changes to soul reaping.
