Skill Hunter Title?

Not sure about this one. Let's say I unlock an elite skill with Balz faction and then use an elite tome to learn the skill, does this count toward my Skill Hunter title? I hope so or I'm totally screwed

Yes but you won't get the XP if that means anything to you.

it does, but you dont get the exp if you use the tome. and if it dropped for you , it mite save you a capp signet

Keep in mind that elite tomes can cost 7-12k roughly. When you see that there are 291 elites to cap for getting this title you don't need to be a math guru to see that it's gonna be extremely expensive.
Personally I capped all elites with the much cheaper signets. A few elites are quite hard to cap because the boss does not always spawn, so if you want to have it a little easier, get an elite tome for those fre hard ones.
For example: Incendiary_Arrows.
