Gaile has stated that they were looking into SMS and other types of payment, I was pretty sure that there was supposed to be some kind of update the week of the 22nd July.

I found a way.
It's called prepaid cards.
There are at least one bank that can expend you one of those.
In Spain, it is 'La Caixa'.
You can get a 'fake' visa with a fixed credit. Then you use it exactly as you would use a real visa, but you don't need to have a back account.
They work much like prepaid Phone cards or Taxi or Bus Prepaid cards.
That helped me to get 3 characters slots, the million edition upgrade, the bonus mission pack, hte preorder pack, and all Guild Wars soundtracks in Directsong, and it worked perfectly.
I think you should look for hem in your country.
