I can see on one level how permissions would be useful, but heres another point of view. If you cannot trust your officers not to kick, invite idiots, or generally screw up then they should not be officers in the first place.
In addition as a guild leader you should be training and developing your officers such that when you go away they can stand in for you and you dont ever wonder if you will still have a guild when you return. Basically, train your officers to do you out of a day to day job, encourage them to train the members on how to act like officers so that when people leave you always have a replacement lined up to take their place. Your guild will grow both in numbers and in quality because of it.
