PvP Edition - do unlocked skills work on PvE heros?

Im thinking of getting the PvP edition to unlock skills, but the main reason is, will my PvE heros have all the skills unlocked, or just solely the PvP heros.

The answer to your question on both counts is yes. It unlocks all skills for PvE and PvP for your heroes.

When i first got the PvP editions, i had a Dervish hero that had more (and better) skills than my actual Dervish character.

You can also get them for your pve characters, using tomes.
