In the Underworld, what drops Storm Bows, or are they just chest drops?

I think anything can drop them....
I've gotten all my Storm Bows from the spiders though.

I've gotten Storm Bows and Eternal Bows from the Smite Crawlers.
I've also gotten them from chests.
So I would assume most of everything does drop them.

An interesting note for you maybe:
Inscriptible Storm Bows (and Chaos Axes) can be found in the Domain of Dear (Nightfall) during the quest "Holding the Line".
They drop from certain chests there as well as some of the foes (think it is the Terrorweb's but I am not 100% sure).
So even if you get a purple one with a low req it is worth moding if you are after them for self usage and not selling.
