Elonian Skill Hunter Title for Non-Factions Account?

Hey, I didnt find this forum, so if it has already been posted, can you please redirect me to a link?

But if it hasn't, can an account with out factions still get the elonian skill hunter title? I was thinking since NF also has assassin and rit elites, that I wouldnt be able to do this since i cant switch from like W/A or W/Rt. Before I waste about 130k, i'm just wondering if i can actually get this title.
