I agree, Cantha would be the first one to go for if you have all three chapters and have already achieved protector on all of them.

while cantha only has 13 missions, eternal grove is proving to be my nemesis >.<

You're not alone there. Eternal Grove is generally agreed on to be ludicrously hard in Hard Mode.

Personally, I didn't find anything in Tyria overly difficult (but that may also be because I have done those missions so often that I can do them with eyes closed and one hand tied behind my back by now). I think the hardest there was Nolani Academy due to that stupid rushing and overaggroing Rurik.

Haven't done much Elona yet.
