can i use the +20% vs undead against bone dragons or do i need to get a dragon slaying mod to get a bonus, like are bone dragons also considered undead?

From the first sentence in the provided link:

Bone Dragons are undead creatures

So, yes, +20% vs undead will work against them.

How ever, Rotscale is a bonedragon, but is a dragon, not undead.
