PC on Unique? Mursaat-style Hornbow

So, got this gold Hornbow out of a chest in Abbadon's Mouth in normal mode.

Icy Hornbow of Marksmanship
Cold Dmg: 15-28 (Requires 13 Marksmanship)
Damage + 15%
Health Regeneration -1
Marksmanship +1 (19% chance while using skills)

So it's got the cool Mursaat style Hornbow skin, and a damage mod I don't think I've ever seen before...granted, I don't surf the forums here THAT often, but I've been playing the game since it launched and never even heard of such a mod existing. Maybe I'm just hiding under the wrong rocks. So, if anyone could shed a little light on the mod, and the overall value of the bow, thanks.

Req 8 one sold on here after quite awhile for like 80k I think.

A req 13 one might get you around 20k. It is not a common mod, but they still drop and are not in big demand.

I don't see this getting over 15k

I've seen one of these go for 23k through in-game trade.
