Nightfall - Help Locating an NPC

I am busy talking on the phone while I finish up a quest on my Nightfall character. I forget the name of the quest but I was just outside Kamadan where I had to defeat a few sunspear in a fight. I beat them and afterwards there was a cutscene with a Ranger(?) and an Elementalist talking to eachother. Well, I went to the reward-giving NPC (General something?) standing right there and he gave me my reward. Afterwards it said he had a quest so I clicked on him again, scrolled down and instinctively clicked the first option, for Accept, but as I was clicking it I saw that there were two different options.

Too late, I took the top one, and it was because my attention was half in the game, half on the phone. I headed into town, abandoned the quest, and headed back outside in order to see the text again, and see what the other option was. Unfortunately the Quest Giver was no longer there, and I've jumped to the other cities to find him to no avail.

Does anybody recognise this Quest Giver and where I can locate him? I'd appreciate the help.

Abandon and start over, I'm not about to wiki this query.. Unless you gimmie the quest title..

Ah, thankyou very much Elena. Avenge, the thing is, I DID abandon it, and I was having trouble finding the quest giver that gives it after abandoning it.
