Ok so ive seen the talk page from Emily Diehl on the 'Official Guild Wiki' saying that it is OK to modify in game textures on your own PC.
wiki.guildwars.com/wiki/User_talk:Emily_Diehl/Official_information_archive#gw.dat
And I've also seen the guy here on Guru who was perma banned for the rapid logging in and out to check and recheck modifications. Ive also seen the guy who wrote in with 'ask a question' and was told any 3rd party use is totally forbidden.
So i ask, is it OK to mod or not? I really want to get into it now after getting the go-ahead on the 'Official' Wiki. I think the mixed message is a really bad thing atm because people are getting perma banned for what they were told is OK.
As far as the third party software issue goes, I'm pretty sure its impossible to mod anything at all without at least a paint program or something capable of playing with colors textures etc. So when Emily said in that link that it is OK, she is pretty much giving the go ahead to using a 3rd party program. Which in this case is a complete non-threat to the game in any way. But the technicality is still there, that its using a 3rd party program, although it IS purely cosmetic and only on the players end to see !
Anyway this is my plea... PLEASE PLEASE PLEASE Gaile, someone, get the official word on this for us! People need a final call on this issue so no one else gets banned for doing something we were told was totally fine.
Dear ANet - Modding confirmation please !

Wow. Read the modding thread. It HAS been officially answered. Ignorance is not an excuse for posting this abortion of a thread that could easily have been averted if you had done some reading.
