I'm not an expert but if you don't mind my opinions...
you have excellent talent in drawing the eyes, nose and lips BY THEMSELVES. your problem i think lies in putting them together on a face and making the face more....urm.....3D like and life-like, if you get what i mean.
it helps if u draw a circle, then a sphere for the head first, then draw the shape...then divide the face into 4 parts....and draw the eyes etc onto it accordingly...as a general rule of thumb (if i'm not wrong), the eyes should be on or just above the middle horizontal divide line, and the nose and lips....well i don't know how to describe it....sorry. oh and the face of your sketch or watever u wanna call it, is too long IMHO.
anyways, what i can say is: practice makes perfect!

Good luck, hope you get help from more talented and qualified artists XD

I think I could do a paint over on it later today when I get home. Do you mind paintovers?

I don't know how you began to work on it but to me an easy solution seems that you first draw the full shape and size of the head, then add the features such as eyes, nose and lips and lastly the hair so the hair won't confuse your proportions. Some people like to start drawing from the eyes, I myself always draw the shape of the head first and the nose is a great tool for measuring where to place eyes and lips too. It's a beautiful drawing, good work. The hair looks really nice and wawy. I'm guessing the large hairbangs on the right side of her face just confused you a bit on where to place the facial features.

I agree with egnki. Mirroring is a good way to see what's going on in your drawing. It always helps to mirror every once in a while when you're working on it. It can just be a bit nasty lol because mirroring always reveals everything that is out of place no matter how talented someone was.

@ kenichiukiya - I don't mind opinions or critique at all. I want you guys to criticize it. Yes I very much enjoy drawing eyes and all other parts of the face. But just by themselves. I'll try and find some stuff on face shapes, proportions and all that and start working on it.

@ Nian - no problem at all with a paintover. Go right ahead.

Here, take a close look at this. On the left side is the picture I modified by simply moving the eyes slightly, and flipping the mouth around. I didn't draw anything new on it. On the right is the original:

When drawing faces, it's good to use a cross underneath. It helps you to place the mouth, eyes and nose properly on the face. You have a really good grasp of the shape of the head, and the lips you drew are gorgeous. Keep up the good work!

Putting the different parts of the face together is the hardest part. It helps if you draw some basic guidelines like I did. You probably want to make her look more aggressive than I did here, so try thickening the lips and narrowing the eyes.

Omg!!! You guys should make a "Starter's guide for drawing" this is all realy helpfull to anyone who start drawing or wants to get better at it!

Could anyone make a sort of "grid" for drawing a face up front (like the one Sab did on previous reply) then one could just put it in bottom layer and delete it later while finishing the details (or just not show it XD)

I dunno if females have diffrent guidelines than male, if so, could one please make both? Would be awesome and realy helpfull :P
