I think a nice idea for a Player vs. Environment skill would be the ability to capture one monster skill. But as a draw back, players can not keep multiple monster skills in their skill list. Once a new monster skill is captured, the old one is removed.
In addition, if a player chooses to use a monster skill he\she will be unable to choose an elite skill. And, of course, if an elite skill is chosen from the player’s skill list the monster skill will become unavailable. Basically, before each instance, the player will decide whether he or she will take an elite or a monster skill for the upcoming battle.
If someone has already suggested this; consider this post a vote for your idea.

Cool, but I see people using spectral agony in PvP. PvP characters do not have infused armour, so that'd be GG. If they were usable in PvE only, it could work, but I don't think ANet wants us using Giant Stomp. :P

I would agree with this as long as:
- Strictly PvE only.
- You have to resign the elite skill to use the monster skill.
- Not all monster skill can be captured.
- As you said, only one monster skill can be captured at a time, so there will be two skills, the skill to capture and the monster skill, that is replae anytime you capture another.
- No skill available only during certain quests or missions.
- No 'story-boss' monster skill can be captured. (Shiro, Glint, Lich, Mallyx, Urgoz, etc) or the captured versions are tuned down. For example:
*Spectral agony always consider enemies infused.
*Turtle shell gets higher recharge times.
*Giant Stom also knock backs allies (like it actually does, just look at the stone summit)
*Etc...
- Icons are added to all capturable skills.
Although this would be greatly cool, I think its more an ida for a blue-mage like profession in GW2 rather than an addition to this game.

You won't be able to capture wurm siege. You can only see queen siege in Gates of Desolation and used by the elder wurms, and since you can see them only inside one quest, that would take it out from the list.

Mesmer skills can't copy monster skills.
With my conditions, Wurm siege won't be captured it's a 'Mission' only monster skill... you can only find it in mission and elite areas. It's not like song of the mists or turtle shield. ¬¬xxXX

Have some people bring out Spectral Agony to spike, a few with Giant's Stomp to snare down people. Just hear the "wtf you noob" & " go learn a real build"

Chimera is triggered by events, and you could capture it only by killing the Vizier, and you can't since he's an NPC.
The same for Kilroy Stonekin.

As far as I know though, there's two kinds of NPC abilities. The kind used by monsters with the monster icon, which usually revolve around the physical aspects of the monster. And the kind used by humanoid NPCs, which are just unique skills and have there own icons, like the Corsairs Net, or some of Shiro's skills.
It wouldn't be too unbalancing to allow you to capture the humanoid type ones, and just count them as PvE skills.
