I think most of GW:EN will just use what resources they already have available to give players something to do until GW2 comes out and give the developer team something very easy to whip up until then while they work on their other main project. I mean, it makes sense that it is an expansion and not an entirely new campaign for that reason alone.

Actually, I think it's past crunch time now. The boxes must have already shipped previously, since they are to hit the shelves all over the world at the same time.
