1.When GWEN release and i max one title will be that title in my HoM or not?
2.When GW 2 release and i max a title in GW 1 will i also get new item in GW2 or not?

It's been stated somewhere(too lazy to find it) that you will be able to continue to add to your HoM and get those benefits in GW2 even after the release of GW2.

Look, start with this: the hall of monuments is a hall of monuments for the achievements of the ancestors of the players of GW2.
You don't get particular benefits for it. At best, think of it as a kind of pre-release bonus. A few handy items that you can have, but their primary point is serving as a memento of GW1, not as a serious gaming advantage.

That's my impression as well - it's intended to be a nod to the veteran players, but I'd guess they'd expect people to play GW2 once it comes out rather than spending their time putting more stuff in the Hall, except in cases of needing just a leetle more for a particular title or whatever.
