Will the purchasable PvP skill packs unlock the skills for PvE as well?
From the wording I think the answer is "no" but I wanted to make sure because that determines if I would buy it or not.

you can't use them on PVE characters although heros will have access to them and i believe they become available at skill merchants for purchase by PVE characters. Might want to wait for verification on that last part tho.

As far as I know, there's no separation between PvP unlocked and PvE, so I don't see how this would make a difference >.>. The thing is, all of the unlocked skills won't be learned by your PvE characters, until you buy them or use skill tomes. The heroes from NF would be able to, though.
People on GuildWiki were saying that it doesn't, though, but it seems more like it was miscommunication... might be better to try e-mailing ANet, unless someone who's actually bought them ends up posting.

Unlocked skills will be available at all skill trainers where you can purchase them for 1000 gold and a skill point. You can also learn them using Tomes for free.
Heroes can use all unlocked skills.

Let me put it this way...
If you purchase a PvP pack, the skills in the pack will be readily available for your PvE character to learn (from any skill trainer in that pack's campaign), but the PvE character will not have immediate access to them.
Using Prophecies campaign as an example...
1) I haven't purchased a PvP pack --> the only skill trainer with all non-elite skills available for learning is Dakk, in Ember Light Camp.
2) I have purchased the Prophecies PvP pack --> Any skill trainer I come across will be able to teach my PvE character all non-elite skills from the Prophecies campaign, even Sir Bertran in Ascalon City (Post Searing). Just so long as the character is the appropriate profession.
Personally, I think unlocking skills through play is half the fun. Whether you unlock them through quests and trainers with gold and skill points, or via the Priest of Balthazar with Balthazaar faction earned by playing PvP matches.
