I run this with 75 total energy, and usually just have enough to finish the combo. And my staff is an Exuro's Will. 20% Enchanting weapon is not needed, and if you find yourself without 75 energy or so, buy some +15e -1 e regen inscriptions, i have used them before, and they work great.
I was thinking of mabye a Me/E with fast casting, but then you would need intensity most likely, therefore no rebirth, so not a reliable power leveler. I dont have a lvl 20 Mesmer to test this on, so anyone feeling the pointless need to prove you can do it faster (like me) with a lvl 20 Mesmer (not like me) please post here!
