Will Eye Of The North give you the option of creating an EOTN character with new features?

I thought GWEN was just an expansion, so probobly not, I beleive all chars on the acount with GWEN will have access to the new features (I may be wrong).

No. GW:EN is an expansion not a chapter. So there is no newbie island/tutorial area. You can only enter with your existing characters, so therefore you can only bring characters in that have already been created in another campaign.

Well While we're here, oh say you don't own a credit card. How can you get access to GWEN, and worse, that extra stuff they had in the GW online store (I think it was like bonus missions) without one? (sorry if this is noob)

GW:EN is just an expansion meant for level 20 characters so I doubt there will be new character slots along with the option of a EotN character.
There has been speculation about a new NPC meant for Hairstyle upgrades though. Visit the forum: Hair Stylists? I personally love the idea and sincerely hope it is true.
Dwayna knows that my Necromancer needs an upgrade from her Searing to more of a Nightfallen look.

GW:EN will still be purchasable in any store Bathory.

Regarding everything else, you'll need a credit card to buy anything from the in-game store.

Apparently you'll be able to change your features and hairstyle with an NPC in GWEN. No idea if/when it's coming out, but that's the rumour I've heard.
On a side note: RUN YOU DAMN CAT! I PAID GOOD MONEY ON THIS RACE AND YOU ALWAYS END UP LAST PLACE! Yes. I'm playing Chrono Trigger. Just started and addicted to the racing game. Gives me something to do until GWEN DOES come out.
