If GW:EN is short, why longer development time?

Note: I have not played GW:EN, and will be reluctant to after hearing that it is short.
Nighfall was released 6 months after Factions, after ArenaNet announced that they plan a 1 year dev cycle and develop campaigns simotaneously.
If so, why did it take 10 months after Nightfall for GW:EN, with lesser main content and no major gameplay improvements (i.e. Competitive/Challenge Missions, Heroes)?

People are zooming through the main storyline, when honestly there's a LOT more. Sidequests, the fricking DUNGEONS, etc. Sure, you can finish the main storyline in a day or so if you just do a non-stop drive, but there's a lot more to the expansion than that.

probably because they started working on the fourth campaign then just scraped it half way through and started again with GW:EN

I'm gonna assume because of the dungeons. There is quite a lot of them.

It's a lot more polished, everything about the game seems much higher quality. It may not be very long, but it is very enjoyable, much more so than any of the previous campaigns.

Only thing that kind of bothers me is there doesn't seem to be alot of quest NPC's sure there is repeatables galore, but it seems each place only has 1 non main quest, quest giver.

2 the bulk of the content is the dungeons, and I dont think there is a person that has beat all 18 yet and done the story

Because Guild Wars 2 has meant to be the third standalone expansion, but they got too carried away and decided it would be better as a sequel. So EotN began its development later than the original plan.

LOL, the game is the best so far, if short. Except for the Jungle. That just seems like randomly thrown together. The rest is very good though for side quests. They are interesting, make sense, and give skills. The Asura stuff though looks like it was tacked on fast.
People are forgetting that the Dungeons are a part of the game too, and to fully complete it you need to do them as well. Overall, not bad for an expansion albeit overpriced. Still think 30 should have been the price.
Overall though everything is more polished here. Graphics, environments, mob skill use, optional quests that are interesting and worth doing [lets be honest, who did most of the faction or nightfall ones?]. Plus high end grindable goodies.
Again though sadly, none of that applies to Asura land which seemed to be made of lets put ALOT of one creature in an area. Pity as this really drives the game down.

Release time was not a factor of GWEN development but of the Factions/Nightfall dynamics and feedback. Factions was made short - too short, as some felt - and Nightfall was made longer to correct that. We knew almost right away that "Chapter 4" would hit not 6 but 12 months after Nightfall, both because the development team felt they needed to stagger their efforts and because people didn't want to rush.

My guess is, combination of:
1> Most of their resources were going into GW2.
2> Making the quests actually be good, instead of generic as per the previous GW games, sucked up a lot of time/resources.
