Wow...they spent more time on hero armors than they did our armor. But then again, they were just trying out TexMod when they made our armor.

Heres my take on this situation.

The restrictions to player armors are caused by the fact that player armors are allowed to mix and match.

Because of this, player armors MUST have seams designed into them and have dyable areas.

The designers must create armors within the limited body segments that work together.

NPC armors cannot be mixed and matched and cannot be dyed, so this allows them more freedom to use more exotic textures and fluid designs that would otherwise be junk for a player.

That and NPCs need personality. Players can create their own personality, while a NPC is limited to what the game designers make for them.
