Norn Title Track

Having looked at the Norn title track it seems very cool,

Health bonus and all... but i was wondering, since nearly all Norn have bear form, It would be interesting if Rank10 (Max level) Would give you the ability to use bear form yourself? Much like how nightbringer gives a passive ability or Sunspear ranks open new spells to you, maybe Rank10 norn could unlock a nerfed version of bear form?

Form. For 20 seconds, you assume the form of a bear. While in this form, your Armor is increased by 20 and your attacks strike for 10% more damage.

Obviously this would only be effective for Physical or attacking players... So maybe also a Caster version from another faction? e.g. Asura rep?

Any idea's?

That would be insane, but it would definitely have to be a nerfed version of Norns have right now. Considering what some melee characters do for damage, 25% would be too much. 10% as you proposed sounds like a decent balance to it, but I doubt that getting rank 10 will bring this skill to us. ANet will save it all for GW2.
