Two Elites, one Boss?

To keep myself semi-sane, I've tasked myself with watching foes for the skills they use. While doing this, I've run across Jacado the Putrid, who seems to be running both the elite Virulence and the elite Toxic Chill.

I'd heard of things getting 2 elites for hard mode, but this wasn't hard mode, and I don't recall bosses getting any extra elites from HM either. Would this be an intentional thing, or an error that will be corrected? Have other bosses been noted as having more than one elite?

There have been mobs with two elites since the earliest days of Prophecies.
